Encephalitis deaths: Supreme Court issues notice to Bihar govt.

The Supreme Court on Monday issued a notice to Bihar government and Centre seeking explanation on deaths of more than 130 children in Muzaffarpur due to Acute Encephalitis Syndrome (AES).

In response to the public interest litigation, the Supreme Court asked the Union and state government to file an affidavit in 10 days on adequacy of health services, nutrition, and hygiene, saying that these are basic rights. This comes on a day when the Chief Judicial Magistrate's court in Muzaffarpur has also ordered a probe against Union health minister Harsh Vardhan and Bihar health minister Mangal Pandey in the matter.

The top court also asked if policy initiatives are in place. The court said that there were reports about villages where no children were left. Evoking instances of similar problem faced in Uttar Pradesh, the Supreme Court questioned how Uttar Pradesh coped with the situation.

The PIL submitted that the Bihar government should pay a compensation of Rs 10 lakh to the next of kin of each of the deceased.
152 children have lost their lives in the outbreak of the Acute Encephalitis Syndrome (AES) in Bihar's Muzaffarpur district.
